Opening argument
A record is not automatically intelligence
A condition, alert or risk statement is not automatically decision-ready intelligence.
Construction projects generate abundant records. A record can be accurate without telling an owner whether the condition is material, how reliable the interpretation is or what can still be done.
A record documents something. Context establishes why it may matter. Connections reveal a plausible pathway. Interpretation explains the possible meaning. A finding identifies the decision consequence. A proportionate response protects the owner’s remaining options.
01
The owner-grade finding standard
Every finding should answer eight questions. The response should be proportionate to the evidence. Early intelligence should direct attention, not manufacture certainty.
Condition
What has been observed, without interpretation?
Evidence
Which records support the observation, and how current are they?
Counterevidence
What evidence weakens or contradicts the emerging interpretation?
Interpretation
What does the connected evidence plausibly mean?
Confidence
How strongly does the available evidence support that interpretation?
Consequence
What owner outcome could be affected if the condition persists?
Decision window
When does the ability to intervene materially narrow?
Response
What proportionate action, verification or escalation is warranted now?
02
From record to decision
The finding does not jump from “late” to “occupancy risk.” It makes the intermediate dependencies visible and preserves uncertainty.
Record
Controls submittal is 18 days late.
Context
It supports near-critical installation and integrated testing.
Connection
Operator requirements and interface ownership remain unresolved.
Interpretation
Testing time may be compressing while recovery capacity is limited.
Consequence
Occupancy, correction time and temporary operations may be affected.
Decision
Confirm ownership and require an evidence-backed testing sequence now.
03
Evidence and counterevidence
Credible intelligence actively looks for information that weakens or contradicts the initial interpretation. Counterevidence is a methodological requirement, not a disclaimer added after the analysis.
Support the finding
Trace the observation to current records, context, dependency and affected work.
Test the finding
Ask what evidence would change the interpretation, and record credible alternatives.
04
Confidence and consequence
Confidence and consequence must be evaluated separately. A high-consequence condition with moderate confidence may justify verification without justifying a definitive conclusion.
Low confidence
Limited, stale or conflicting evidence. Treat as a question to verify.
Moderate confidence
Multiple records support a plausible interpretation, but meaningful gaps remain.
High confidence
Current, traceable and mutually reinforcing evidence supports the interpretation.
05
Decision windows
Intelligence creates value when it changes a decision while useful choices remain. Intervention options narrow as design, procurement, installation, testing and occupancy advance.
Design
More options remain available.
Procurement
More options remain available.
Installation
Sequence begins to harden.
Testing
Correction and recovery capacity narrows.
Occupancy
Correction and recovery capacity narrows.
06
Proportionate response
The response must remain useful even when the interpretation is incomplete. Early findings should direct attention without manufacturing certainty.
Verify
Request the missing record or current status.
Connect
Align affected interfaces and dependencies.
Assign
Name the owner of each open decision.
Test
Require evidence-backed sequence and correction time.
Reassess
Update confidence and consequence when evidence arrives.
Escalate when warranted
Move into governance when consequence and time pressure justify it.
07
Language discipline
Intelligence must remain inside the evidence. Supported language preserves uncertainty while still directing action.
| Supported language | Language to avoid |
|---|---|
| Testing time may be compressing. | The opening will be delayed. |
| Multiple records support a plausible dependency pathway. | The late submittal caused the delay. |
| Confidence is moderate pending current recovery evidence. | The contractor has no recovery plan. |
